When combined with a electric motors that recharge from braking action, no chemical processes are involved, just electro mechanical.  This is the Toyota Prius method.  Using hydrogen fuel cells is another matter.   When hydrogen and oxygen are combined to produce energy, the &quot;exhaust&quot; is non-toxic water.</description>
